- Pat the steak dry and season with olive oil, paprika, cumin, garlic powder, salt, and pepper. Let it sit for 10 minutes.
- Heat a skillet over medium-high heat and sear the steak for 4–5 minutes on each side. Remove and let rest for 5–10 minutes.
- Rinse the rice and heat olive oil in a pot. Add rice and garlic powder, stirring for 2 minutes. Add broth or water, bring to boil, cover and simmer for 18–20 minutes.
- In the skillet, melt butter and sauté minced garlic for 1 minute. Add milk and bring to a gentle simmer, then stir in cheese until smooth. Season to taste.
- Assemble by placing rice on a plate, topping with sliced steak and pouring the queso over it. Garnish with cilantro, lime, avocado, and jalapeños.
